On October 19, 1959, the Voice of America broadcast the first Special English program. It was an experiment. The goal was to communicate by radio in clear and simple English with people whose native language was not English. Special English programs quickly became some of the most popular on VOA. They still are. Special English continues to communicate with people who are not fluent in English. Over the years, its role has expanded. It helps people learn American English while they learn about American life and stay informed about world news and developments in science. It provides listeners with information they cannot find elsewhere.
Three Elements Make Special English Unique
It has a core vocabulary of 1500 words. Most are simple words that describe objects, actions or emotions. Some words are more difficult. They are used for reporting world events and describing discoveries in medicine and science.
Special English writers use short, simple sentences that contain only one idea. They use active voice. They do not use idioms.
Special English broadcasters read at a slower pace, about two-thirds the speed of standard English. This helps people learning English hear each word clearly. It also helps people who are fluent English speakers understand complex subjects.
Special English Radio Broadcasts
Special English broadcasts to different parts of the world several times a day, seven days a week. Each half-hour broadcast begins with:
-The latest news from around the world
- A different short feature every day about development, agriculture, health, education, economics, news events and American idioms.
- 15-minute in-depth features about life in the United States, news about science and space, American history, popular culture, influential Americans and short stories.

As growing numbers of deaf students are integrated into standard schools, the need for ASL interpreters continues to increase. Today, many public education systems offer an ASL course as a language elective in their curriculum, and this book—which can be used to teach both interpreters and the deaf—is an ideal text for such courses.
Following a general introduction to American Sign Language and Deaf Culture, the author explains the use of "facial grammar" as a preliminary step to learning and understanding manual signing. Two succeeding chapters present the first eleven key grammatical rules of ASL. The 36 lessons that follow are divided into four groups that put these rules into practice and introduce additional rules. All lessons conclude with a practice session that reviews the lesson's material and progressively develops the student's proficiency in communicating in ASL. Following each of the four groups of nine lessons is a brief chapter dealing with Deaf Culture. The book's many line drawings illustrate approximately 720 ASL signs and their multiple meanings. The author has focused the text to make learning American Sign Language as easy as it is useful, both for instructors and students.

In this book, he explains how designers can best use standards--primarily XHTML and CSS, plus ECMAScript and the standard Document Object Model (DOM)--to increase their personal productivity and maximize the availability of their creations. Zeldman's approach is detailed, authoritative, and rich with historical context, as he is quick to explain how features of standards evolved. It's a fantastic education that any design professional will appreciate.

Zeldman is an idealist who devotes some of his book to explaining how much easier life would be if browser developers would just support standards properly (he's done a lot toward this goal in real life, as well). He is also a pragmatist, who recognizes that browsers implement standards differently (or partially, or not at all) and that it is the job of the Web designer to make pages work anyway. Thus, his book includes lots of explicit and tightly focused tips (with code) that have to do with bamboozling non-compliant browsers into behaving as they should, without tripping up more compliant browsers. There's lots of coverage of design and testing tools that can aid in the creation of good-looking, standards-abiding documents.

Coverage of Western European history has been reduced to make way for additional material on Africa, South Asia, Latin America, and the Middle East. In addition, coverage of traditional historical fields like national histories has been updated, and new historical fields such as women's history, social and cultural history, technology, and international government have been added.

Content is divided into broad time periods, from "Prehistoric" to "Contemporary." Each section starts off with a global survey. This is followed by regional divisions within which individual countries or cultures are treated. By and large, information for each region and country is presented chronologically, although there are also some narrative overviews. The extensive table of contents and index are essential tools for finding one's way. Appropriately placed throughout the text are 57 black-and-white maps and 66 genealogy tables of monarchies. The volume comes with a CD-ROM version that installs easily and is very user-friendly. Maps on the CD-ROM are in color, unlike those in the book.

Other recent single-volume world history reference tools are Facts On File's Encyclopedia of World History (2000) and Oxford's Encyclopedia of World History (1998). Both are arranged in A-Z format, and because of its largely chronological organization, the latest Encyclopedia of World History complements rather than competes with them.
